The quality of education was high and fairly flawless. Private educational institutions were of the same standard or less than government institutions. The largest number of schools was in Karachi. Unlike other parts of the country, Karachi had a high literacy rate and Karachi was a model city. Quaid-e-Azam Muhammad Ali Jinnah gave utmost importance to education, as Governor General he gave orders to formulate a national education policy. The then Minister of Education formulated the first National Education Policy. Examination system and procedure developed. Teachers' responsibilities were determined.
